In accordance with Environmental Code ofthe Republic of Kazakhstan standardization of emissions is aimed to regulateenvironmental quality and determine permissible environmental impact, to ensureecological safety and preservation of ecological systems and biologicaldiversity.
Standard rates of Maximum PermissibleEmissions (MPE) and Maximum Permissible Discharges (MPD) of pollutants, productionand consumption waste disposal represent the values, which are determinedthrough calculations for each stationary emission source and enterprise ingeneral in order to meet the environmental quality standards.
Standards of maximum permissibleemissions and discharges, production and consumption waste disposal are appliedfor issuing emission permits.
Standards of emissions into naturalenvironment are validated in individual documents developed forexisting enterprises within the package of Environmental Impact Assessment ofthe planned economic and other types ofactivities.
Types of activities:
- Development of MPE Standards Projects;
- Development of MPD Standards Projects;
- Development of Waste Management Projects, production and consumption waste generation standards and disposal limits;
- Development of ecological passports for enterprises;
- Development of standards for permissible physical impacts (level of noise, vibration, ionizing radiation and other physical impacts);
- Standard limits for unsheltered disposal of sulphur.
Development of MPE Standard Projects
High-qualified and well-experienced specialistsdevelop MPE Standard Projects for industrial facilities in Kazakhstan. Many specialists have more than 30-year work experience and were one of theoriginators of standardizing emissions in Kazakhstan. Young specialists havethe opportunity to take over experience of senior specialists and regularlyupgrade their skills at training courses and seminars conducted by the RKMinistry of Environmental Protection, Scientific Research Institute“Atmosphere”, “Integral” firm (St. Petersburg), “Logos-Plus” (Novosibirsk). KAPEinvolves its Mobile Ecological Laboratory (MEL) (Accreditation Certificate NoКZ, I. No 0211 of 02.09.2008) forimplementation of Emission Sources Inventory Project (first stage of MPEStandards Project development). The laboratory employs qualified specialistsand has specialized devices and equipment, including gas analyzers forimplementation of instrumentation measurements of pollutant concentrations atemission sources and in the ambient air (see information about MEL). Softwarepackages such as “Ecolog”, “Era” and software applications designed forautomated calculations of air pollutant emissions from various industries,approved in the Republic of Kazakhstan are usedcalculations of air pollutant emissions dispersion within the framework of MPEProjects development.
From 1998 KAPE LLC has been conductingits activities in the field of MPE Standards Project development. More than 150 MPE Standards Projects had beendeveloped over the 14-year period. The Projects were approvedby the RK Ministry of Environmental Protection, Ministry of Health and theirterritorial subdivisions.
